Block outgoing Calls (List of Numbers)

Hello,
I know the function of blocking (all) outgoing calls or with the option of
blocking only for a certain number.
is it possible with this function also to block for e.g. 4 or 5 certain
numbers for outgoing calls?
and: i would like to set this block by an sms.
so for e.g. if i send to the phone a sms whith content
"Block all"
it should block all outgoing calls.
"Block 0177xxxxxx"
it should block only this number.
and if the next sms says
"Block 0178xxxxx"
it should block both numbers.
so it should create a list where i can set or delete from certain number
one by one sms.
could someone help me?
