%TIME Problem

Hi, can someone please help me. I'm trying to trigger an action when I
pull down my status bar.
like alert "Status Bar has been pull down or something", launch application
etc.

Upon Checking using %WIN , my status bar is set to my current time.
"10:00", hour and minutes separated by ":" colon. I was thinking that I'll
just match it to my current time to know that it has been pull down but,
the problem is that when I used %TIME to check its value.. I got "10.00",
hour and minutes separated by period "." instead of colon ":"

so I'm currently stuck on how to get the %TIME to match my %WIN.

I really hope u guys can help.. My phone is not rooted btw.
