Building vagrant-aws from source

I've got an urgent need for the associate_public_ip feature added to
vagrant-aws on master via
https://github.com/mitchellh/vagrant-aws/commit/223f0db2d25162ce2fa39407f74b617558a5c3c8.
There doesn't seem to be much traction around getting a point release
issued, according to the dialog at
https://github.com/mitchellh/vagrant-aws/issues/192. Can anyone point to
some newbie-friendly steps to build this plugin from source for use on
Vagrant for Windows? The assistance is much appreciated!
